These always refer to very particular areas losing "internet" for secure movements.
In other words, a sensitive operation is going on and they need to cancel all data going in/out of the location.
These comms articles are warnings for people to ditch their phones (tracking devices) and take cover from the "heat" they are about to endure.
Think Hot vs Cold in terms of the Marco Polo pool game.
They often try to drum up distraction stories when these events go on.
Ultimately, heat = attention.

This is just solar science. The astronomers who follow this stuff publish this type of article every time we get a coronal mass ejection (CME) headed in Earth's direction because of the possibility of interference with orbital satellites, communications, or just to let you know there will be a good opportunity to photograph the aurora borealis.
Yes, the context of it being dangerous is when they start talking about magnitude of it. They invoke the Carrington event of 1859 (I think that's the right year), and give a history lesson as if we've had anything similar since.
Of course they're predicting so they have no idea how large the CME might be, so there's a fair amount of hype to take that 2/10 (gee, that's interesting news) and make it better bait for clicks.
It's good to remember that event, but it's also important to avoid fearmongering as there is no reason to suggest that every future event will be to such a degree, or even affect us noticeably at all.
Solar science is neat to follow; sensationalized science is always shit to follow though

however I don't think "they" will allow the internet and power grid to be destroyed.
Despite the serious damage done against the cabal thanks to the internet, it is an invaluable tool for them to get data on us and to control us.
"They" will never let it be completely destroyed by a EMP or a CME.
part of this is because large and vast portions of Teh Internets is fiber optic and - I believe - there is a significant portion using quantum entanglement/coupling technology.
