It’s in Australia. Not sure if it’s in Victoria though as we are in Winter and Geelong is in the southern states and very cold. It could be Queensland due to the fact he’s dressed for much warmer weather. Looks like an accident as the red car is facing the opposite way and the driver is on the right side.
