Local PD was having a gun buy back about 10 years ago, I went with cash and intercepted people in the parking lot before walking to the tent, lets just say I did VERY well. I got the trophy's that they wished they could have held up to the news camera's and said "we got these off the streets" instead on the evening news they held up some rusty ass 20 Gage Savage Stevens.
I'd be worried the ATF might decide to make an example of someone doing that and charge them with manufacturing a firearm for sale without a license. You can legally make them for personal use, but I think at the point you have 110 of them they might be able to convince a jury of NPCs you made them precisely to sell.
