The context of the un-adulterated image is that of Bush speaking with Tony Blair. However, the meme has a picture of Tony Blair's face was photoshopped in as well!! Why would the meme creator bother to do that, when the humor focus is on Bush "being a dumba**" holding a phone for a photo op?
Answer: The involvement of Tony Blair in this Comm is important. Therefore this context that needed to be embedded into a single image suitable for Social Media platforms.
