I think the general public is being precisely estimated constantly. Every wake up precipice and hopium dose is being administered as needed where needed and will continue for as long as it takes until the desired outcome is achieved.
It's more plausible they structured the awakening and reformation in this way because it doesn't allow for any possibility of failure.
