Anyone who works in TV, more specifically live TV graphics (which I have…) knows you’re exactly right. This would not have been a randomly created static graphic that and artist decided to just throw together for a test. It would have either been a chyron that was connected to a data feed, or a chyron that had the data manually entered by an operator prior to pushing live.

There was more than one guy in there giving the 'breakdown' how he works or worked for a TV station and they "always test the graphics" and this one "accidentally popped up on live TV", and the numbers crafted are "at random" by the graphics guy... then people with actual brain matter were like "why not just do 50/50 just in case? Why would these graphics always come up a higher percentage for the Dem?" etc etc.
