Sounds like the feddies needed to find out what to pin on Trump by finding out where their book-keepers were.
Vice Presidents (nor Senators) can NOT legally take these documents. The media seems to fail to make that distinction in all their excuses and explanations.
But POTUS can. Which begs the question... was Pence ever POTUS, which includes Acting POTUS? 😉

I do know for sure that the POTUS is the Executive Head of NSA by default. The VP is not.
