These people dancing are someone's friends/relatives, they have an official rank in the military (probably some sort of "Information and Psychological Operations") with some sort of job description that involves psychological treatment or raising troop morale. Since they are already in the military doing this important work, they won't get sent to the frontlines.
This video was made using US taxpayer money, some sort of line-item about, again, troop morale, and cost no more than a few million dollars.
