I have watched that section multiple times. I know you are going by the annotation on the video, but look at it yourself carefully. Here is the important timestamp @ 370 sec
The claim is that the SS agent passed something to Bush Jr, who then gave it to his wife, who then showed it to Jeb and Jeb looked like he had seen the ghost, whereas George was standing without his expression changing.
Now look at that frame carefully. It is at the exact moment the SS agent is supposedly giving the note to George. This was before George supposedly gave it to his wife. But in that frame, you can see her already looking at whatever it is, which is clearly in her hand already. Her position and her face's direction does not change until she shows it to Jeb.
No, the SS agent had nothing to do with the note, which was already in the folder for whoever needed to have it (just like all others). Laura does not show it to George, but to Jeb. Laura's face doesn't change, Jeb's does. George's face stays the same semi-smug from beginning to end.
That envelop belonged to Jeb. George already knew what it was.
