Either Stormy was a WH plant from the very beginning, or the incoming storm story was co-opted by white hats the same way that Q was the cabal's stamp over Kennedy's grave but became co-opted as the symbol for the WH, effectively pre-empting the story.
They get a two-fer by using the cabal's symbolism against them: one, they confuse the enemy by interfering with their secret comms, and two, they leverage the same system of comms that already exists.
