The strip along the top of the rails is to hold the plants in place and the window behind is a sash window that slides up and down. If they had slid it up another couple of inches it would have looked just the same.

Can you see President Potato meeting with, say, the prime minister of Pakistan to discuss military and trade deals? Let alone meeting with like a major ally?
