This isn't correct. These 20 didn't vote against censure, they voted against the fine that went with the censure. There's still a pending lawsuit from some members against Pelosi for fines she made for not wearing a mask years ago.
What did Luna expect? House fines against Massie are illegal, but House fines against Schiff are ok? She's bringing the measure again next week without the $ penalty, and the censure will pass.

Within that article, Congressman Maassie voices concern that the $16 million fine might run afoul of the 27th and 8th Constitutional Amendments.
Not personally sure about the applicability of the 27th Amendment, but the 8th Amendment part I agree on. The 8th Amendment prohibits excessive fines along with the more famous bans on "cruel and unusual" punishments. Do we have any evidence that this $16 million fine would not be considered to be excessive? Do we have a measure of guarantee that it will survive a Supreme Court challenge?

I am glad to see this is at the top. When reporting on an event, the whole truth needs to be reported. Do not give me half a Truth just to pander to the sheep on our side. A lie by omission is still a lie, and leaving out critical context clues to pander is still lying.

I am sure that Rep. Luna has our best interests in her heart, but a quick check with someone who is more practical can quickly point out the problems with her plan to fine Schiff in addition to censuring him. And as much as do not like it, those problems are genuine concerns that I would also like to know.
DC Draino is lying by omission by not mentioning the practical problems with mixing fining with censuring in favor of sending all of the MAGA-men into a blood lust frenzy. Not cool.
