That's a fly on the lens.
My first thoughts are a powerline flashover, but the ominous music and the use of a camera with a zoom lens tends to mean it's a CIA propaganda piece designed to be clickbait to spread fear of alien invasion, to stampede the sheep.
Yea I tend to agree. Appears to be power lines arcing. The blue color is as a result of the high current short happening.
The secondary flare ups and fires may be a combination of transformers failing and the weakened power line severing itself under its own weight. Likely resulting in ground fires after molten hot power lines come in contact with the ground etc.
So, would the secondary fires be transformers blowing up?

MHO, but… That looks amazingly fake. It literally looks like it’s filmed behind a window - or even a picture in a frame - where someone is shining a flashlight or two at the window, overlaid with nice white and orange cloud footage. The kind of shooting plumes I have no idea (too tired to look further).
Notice the horizontal white wisps at :36-:40+ and, if you watch it at .25 speed look at the geometric foggy areas at :52. I could probably pick more out, but am too tired. Manyana.
I think it is fake as well. If I videoed a strange event outside of the background noise, I wouldn’t put the FN thing to music. Nothing says fake than pairing it with creepy music. I do believe our governments have some weapons that are the kind that should not be used. Having said that I want complete transparency so that we the people can decide to outlaw horrific weapons - even our governments can’t have. Too many people now are making this weirdo stuff to monetize it & keep you in the “horror” zone. Enough already.
