Let your kid have fun wearing an outfit for her favorite character, anyone sexualizing her is the one in the wrong. Its innocent, its good fun, and original monster high was/is incredibly wholesome and a great way to tell kids its cool to be themselves.

Its really not that bad for wanting to be a character for one night. She has alot of coverage i would just do some thermal/fleece leggings. Maybe switch the boots out for some pink converse? Or pink fuzzy winter boots? Not sure how cold your halloween will be.
My 11 year old is going as a killer ghost bride. Bought an ugly wedding dress and splattered it with red paint! Super easy and it covers from head to toe, nothing inappropriate about it other than some sick way of imagining a wedding gone all crazy wrong….

Go to Goodwill and buy cheap stuff and be some character from some book she likes, add some vampire teeth, or blood and gore, and you're set. Heck, have her just be a zombie in old Goodwill clothes you rip up. Get rid of that glitzy pop-start-wannabe crap.
