Voting is a diabolical illusion. Once compromised it allows the absolute seizure of unlimited political power. There will not be any serial numbers on ballots; now eat ze bugs!
There is no way to be 100% certain ballots cannot be interfered with. Even the might blockchain solution espoused cannot guarantee as we have seen with early CBDC.
But whilst numbering every ballot and human counters with observers - the UK method - may remove most of the opportunity to cheat, you still need the ballots to be run through a machine - at least to check uniqueness, and on the basis of how easy it is for hackers to get into 'secure-not' government systems nothing is fool proof.
Unless you want to embed a chip in everyone's body - but even that would not be 1p00%
Just like printer wont let you copy, scan or print money, the same should be done for ballots.

In the UK our ballot papers all have a unique serial number - our voting is not truly anonymous.
One way to insure votes are cast properly is to computerize the entire process and make it so you can only vote by scanning your beast chip. 🤡 s/
