We have a separate box underneath the USPS box for newspapers and flyers. And yes the boxes that get the local newspaper have a red dot. Mine doesn't because I don't subscribe to the newspapers but many of the boxes down my road do.

I thought that first, I used to deliver papers, but the sticker dot was put on the newpaper tube, not on the mailbox.
Ours came in the mailbox, no tube, which is why it was marked. And this was long before the Kenyan was even known.
