I bet the requirements to being a Senate or House Congressional Aide is that you have to perform in a blackmail set tape, or do something really wrong on camera... which can be used as leverage against the Aide if they ever get out of line.
Likely, there are hundreds of these tapes... all starring each of the congressional aides in Washington D.C..
The intel services can pick out likely candidates at universities when they are studying for their degrees. A German reporter, Udo Ulfkotte came out and described the process.
They can guide your career and give you access to some exclusive stories to help you along all without you knowing who they are. When you are fully on-board, they will give you texts to publish as your own. A reporter with a deadline to meet and a ready-made article must think he is in heaven!
