All it takes is to have one TS SCIF in the building and now you need full CCTV coverage, security forces, etc. and voila, you have a spooky looking building.
They are talking about Intelligence Support Activity (ISA) based at Fort Belvoir, Virginia. It goes by several code names, Army of Northern Virginia, Task Force Orange, Cemetery Wind, etc. It's a group of the military's premier Tier 1 Special Mission Units (pipe hitters) composed of DEVGRU (Naval Warfare Development Group, formerly SEAL Team 6), Army 1st SFOD-D (Delta) and Air Force 24th Special Tactic Squadron. Subordinated to US Army Intelligence and Security Command (INSCOM). The later intel guys are basically top notch computer geeks affectionately known to the operators as Booger Eaters.
This is not on Ft. Belvoir, home to ISA/Grey Fox/TF Orange/Secret Army of NoVA. Nor is it in the ISA Annex located elsewhere. I won't divulge that location for security reasons. I have reason to believe that is where the Q operation may be run, based on a photo of a monitor in a conference room that Q posted (it would take me a while to find that post) - in that photo you can see the reflection of the ceiling style which matches the ceiling style in the building I am referencing as seen from the highway.

Lastly, as others mentioned, it sounds like a Big Voice system used in military installations. But, that same tech is also used by large corporations with campuses.
