If Trump is not in full control, including executive orders, signing passed bills into law, etc., then this would NOT count as a full term. Having control over a highly important part, the military, is huge, but it's not complete control.

When DJT is awarded the Presidency sometime soon, he wouldn't be a candidate, he will be The President. I can't think of any scenario where this won't happen.
