This bill proposes to send $60B to Ukraine, who is losing the war.
It is designed to also send funds in 2025 and 2026, which ties the next presidency. This sets the next president up for impeachment, if that president repeals any of the funding.
Any peace negotiations that involve stopping the fight, and therefore the need for military 'support', are impeded. A president should have complete discretionary access to diplomatic means, and a constant, legislatively enforced, flow of weapons does not help in such situations.
I don't believe any act of Congress can bind the authority of a future Congress (unless it is a Constitutional amendment). Every appropriations bill must be passed by Congress and signed by the President. A veto throws it back to Congress for override (if they can manage it). Legislation can be revoked by a future Congress. This is the threat hanging over all entitlements.
If a current sitting member of Congress or Senate is introducing or debating on a new Bill and they personally have "Dual Citizenship" with a Country or Nation that the Bill pertains to, Do you feel that they need to publicly state their Dual Citizenship and state because of said conflict of interest that they need to recuse themselves? Some may see obvious implications of being a foreign agent voting for preferential treatment of said Country, therefore they cannot possibly be unbiased in their decision.
Just asking for a friend of course. Although I highly doubt that many of our thought leaders would have such a status..... /s
