So, the answer is: that depends on the situation. It is a valid question to ask when the NGs are deployed. Who's running the show? When there are multiple NGs called out, one can also wonder whether a larger National threat is the pattern.

Washington used the military to save the republic during the Whiskey Rebellion. It could also be Lincoln when he used the military against the South.
The Posse Comitatus Act was not signed until 1878. Washington and Lincoln used Federal troops legally.
