If you follow minorities that have been able to escape this condition you also find that the crime does NOT follow. The clear implications being that race is not the determining factor in propensity to commit crime but economic and education level instead.
Any person with a low income and education level is at greater risk of crime being committed on them or they committing a crime. Regardless of race.
Once that problem is solved one can focus on other factors like gang and rap culture. Since gangs and glorification of rap culture is a result of a desperate society that is looking to belong or make ends meet solely as a result of the initial cause. Initial cause being economic and education in nature.
What we will find is if the economic and education level is improved in these areas or groups of people the desire to commit these crimes dwindle and the desire to 'belong' to a gang or 'gang family' also dwindles and with that the fog of gang war lifts and a people can see a bit more clearly.
I am not saying that crime is involuntary and punishment shouldn't be dealt. What I am saying is that such massive societal problems shouldn't be cast away as 'race' issues. This only serves to rid us of our responsibility to find real and lasting solutions.

No. That's not what that means. 95% of blacks are not criminals, but 95% of violent crime is committed by blacks. It would probably come out to something like 15% of blacks ending up violent criminals.
Most legitimate estimations put it around 95%. White crime is actually at unimaginable, historic lows, pet capita anyways.

Most experiments do randomize trials of a sample. I don't know how you would test for this.
But if a person randomly encounter a black man. What is the probability of him attacking you.
It's like COVID. If I get COVID.
What's the probability of dying.
Same with random black encounters.
What's the probability of him commiting a violent crime.
Much higher than if he is White.
