That's where you are wrong. They are giving them green cards so they can get tons of benefits. Along with the green card comes the SSN card. So, yeah, they are residents.
Not so sure about that. I think the quickest way to a green card is "asylum seekers", and they still have to apply for asylum, get approved, and can't apply for a green card until a year after their asylum is approved. I think the more traditional route of a green card takes longer.
Sorry, but I work at the Welfare Office. I know what I speak of. Maybe the ones down on the border are treated differently, but where I"m at hundreds of them are "green card" holders. They sign up for food stamps and medical the minute they are eligible (they technically have a 5 year ban, but if they bring their under age18 kids they can get them). They don't work, or if they do it's under the table so they have no verifiable earnings so they are gonna automatically qualify

That group of men had a mandate ONLY to fix the weaknesses of the Articles of Confederation and nothing more. There was never a mandate to scrap the Articles of Confederation and replace them with a "Top Down Central Federal Government!" But three unsavory individuals hijacked the Convention and an all out coup took place that REPLACED the Articles with our current Constitution.
