Small point about some of these(and the ones to come).
More than one are likely to be firmly leashed rather than an actual whitehat, some are likely to be firmly verifiable as DS and illuminati,
Good chance some of them will be exposed and replaced and it is most likely to be the obvious ones(Tulsi...) unless they prove to be very reliably useful on a leash
The ones the least likely to be leashed or exposed and lasting appointments are the 'who is this person?' ones, Wiles is in this category, Hegseth might be as well but he is high-profile and have demonstrated seriously bad judgement(the axe-throwing incident...) so having been in the shit(combat) on numerous occasions may not be quite as salient of an indication of intent as one might hope(time will tell).
Also likely that some on a leash will get positions where they can do little harm because of their usefulness outside of their appointed station more than their use in that position(EPA isn't exactly a department I would bet money on still being around 4 years from now...).
Obvious people are obvious, good chance many of them are placed because of that...
edit: a few appointments may also be deliberate wrecking-balls for the purpose of imploding/wrecking......
