I do think that he needs to speak to his lawyers regarding the FCC and the issuance of licenses. That might be part of what he's planning with the others.
There has to be something done regarding those claiming to present the "news". I don't see MSNBC as a news organization even though that's how they cloak themselves. IMHO they should have a running banner along the top of the screen claiming this presentation is for entertainment purposes only and should NOT be considered news. Like Orson Wells during his radio broadcast had the country fooled into thinking the earth was being attacked by Martians when it was all fiction.
Making MSNBC and CNN run a banner that their presentations are for entertainment only would be a major shaming that they deserve. Then people who believe their crap would be called out.
Orson Welles' "The War of the Worlds" was aired in 1938. The OSS wasn't formed until 1942.
Also, the claims of mass panic resulting from the "War of the Worlds' broadcast are greatly exaggerated. The majority of people knew it was a fictional radio show, and even most of those who were momentarily fooled immediately called CBS or their local police and quickly found out it wasn't real, or found out within half an hour from Orson Welles' narration itself.
My memory may be juxtaposed. A guy hired by CBS, just for the broadcast. Ended up in the OSS.

My guess, and this is just a guess, is that these agencies were "sanctioned propaganda outlets under contract with CIA and acting on behalf of that contract" and these others might have just jumped on the bandwagon or didn't have a protective contract to shield them from prosecution.
