I think there has to be a divide for Trump to intervene. If thune is against it, Johnson has to be for it and vice versa. Just do the opposite of thune. Then the decision falls to Trump.

People keep saying this but the thing about a house of cards, a castle, anything really is that they can all come down around you very quickly.
The notion is that this fight has been happening for a long time. If that is to be believed, the flood can sweep in at any time.
