A possible explanation is that, like many other actions of our enemies, the leash needs to be long enough for those waking up to observe and not everything can be stopped at once without equal or greater collateral damage. I equate PANIC with dominance as opposed to a sovereign determinism. I keep in mind they for sure want something like 15 out of 16 of us dead. The global populous aware and actively opposing them is a priority. I've dealt with the deaths of two close family members in this fight. I am slowly going bankrupt. The weather modification is annoying but I'd rather face that than bullets.

Empiricism - this is the "verify everything" part. Insist on proof, and ideally the proof itself can be independently reproduced or verified.
