Just want to throw some facts on top of this post. I'm a 20 year Emergency Vehicle Technician specializing in all things Fire Truck.
This ratio of down trucks does not feel high to me.
The majority of the trucks in this video have no hose, which means more than likely they are being sold.
I currently have one truck out of service out of 14 and I have been waiting on a vital pump part for 6 weeks.
Parts availability is very difficult these days as most of the specialty or big stuff is made when ordered.
90% of the issues we have are with emmisions devices. They were almost all designed for over the road trucks and the run cycle of a fire truck is drastically different. ( I'm in Florida so emmisions aren't a big deal inspection wise but still cause drivabilty issues)
Emissions control device exemption on fire trucks could lower the overall budget needs by probably 30% ( military used to have this Biden changed it though, I believe)

Also I wanted to add the fire budget being cut by 17mil to me means almost nothing. The total budget is $850 Million, 17 is a drop in the bucket

That's a crazy amount of trucks, I watched it a few times, it is around 30 of them.
I did some research real quick and found out there are 177 Fire Stations in LA County. Each of them have at least 2 trucks stationed there and many have three. That's full size engines, many also have smaller fire trucks and Fire EMT wagons in the smaller cities. According to the budgetary commission in LA all stations are fully equipped - which could be BS for sure, but that's what they put in the budget.
So in total it's around 360 trucks, maybe 400 for the places that have three engines. I looked up budget reports and searched for purchases of new fire engines and since 2021 LA has bought 76 new engines which they say were sidelined waiting for microchips which were back ordered from c19, I couldn't find any info on when they were put into service, if ever.
Long story short, those 30 engines could be broken down and already replaced, they could be brand new without chips, or they could be getting standard services because this is also the main mechanic yard for all LA gov't vehicles.
This is called "moving the goal posts"... the claim was that firetrucks were being held up for not passing smog tests... that claim is false. Why they need inspections at all is a good question, but irrelevant to the fact that the claim is still false.

Every federally managed fire has a process to inspect apparatus as they sign in to an incident. There are safety checks, assuring there is the appropriate gear, equipment, etc. and then checks when they demobilize to assure the truck is safe to drive back home.
