Digging in to this shows that Truman issued and exec order changing the direction the Eagle's head faces in 1945.

Prior to this, the Eagle's head faced the arrows.
Is it significant that Trump chose to give this address standing in front of what is most likely a historic, older version of the Seal? Maybe.
Is it a big deal? That's certainly debatable. However, it's an important fact that historically, this particular icon (i.e. the Seal in relief behind Trump) is real.

Still falls in line with what u/FractalizingIron is saying: if Truman issued the left facing post WW2, and the Resolute Desk was carved in 1880, then Trump using a right facing eagle could still bear significance, as no one is going to receive the Resolute Desk eagle to face left. They'd keep it original.

I was wondering about this, but I think you might be right. So, possibly, the team took a shot of the Resolute Desk and then enlarged it, shopped it a bit to create the backdrop for Trumps address. Stylistically, they look to be the same relief.

Eagle head to left at one point was war, to right peace from what I recall. Double-headed eagle of Russia, inherited from Rome is supposed to mean “enemies to the east and west, be on guard always” (two eagle-like heads look out away from each other).
