This needs source. A random FB post, with zero sauce or evidence backing up the claim is just a claim without evidence.
I'd take this with a grain of salt. As I do with most things that have no sauce or evidence.

Apparently people had been looking into canada's version of USAID-type spending, but then it all disappeared. There are lots of screenshots posted by various people of ridiculous Global Affairs spending.

But but backups..... did you get all the IT backup data???????? Data on a serious IT system should be backed up in multiple sites. Lets hope that somebody was smart enough to squirrel away one copy. We only need one.
