I don't think ALL the good ones are being saved, by any means. I'm pretty sure a lot of good people are losing their jobs along with the much larger group of louts, grifters, thieves, obstructionists, and outright traitors. That isn't happening on purpose but because sufficient vetting to be certain only the bad ones are let go would take far too much time.
All those good ones have to do is not be afraid to speak out and prove their worth to the American Taxpayer and they'll be allowed to continue their service.
When I was in the Navy, a good leader would have their subordinates fill out their own evals and fitreps, and would then convene a meeting of the supervisors to go over those evals and fitreps. If it was found that the sailor in question was truthful, their eval or fitrep would be signed by upper management with little to no negative changes made. A lot of times, their evals or fitreps would be changed with even more positive remarks than that sailor was willing to put down, which showed just how humble, respectful, and worthy of the accolades that sailor truly was. It also reflected that sailor's worth and dedication to the team at large.
Only a truly inept person will bloviate their worth and complain when they're passed up for promotion or even terminated.
This is all so unprecedented for them. They have gotten away with not only committing fraud, but getting rid of the good people who tried to do the right thing, for such a long time. They have felt such a sense of immunity, that nothing will ever touch them, because the system is so massive and so corrupt and that no one has ever done something like this before. They were going to fire. Dudek because they believed they were untouchable. Oh how the tables have turned.

You see head after head of every agency getting fired, and you think you still have any control over the situation? These people aren't just evil, they are extremely arrogant in their stupidity.

Depends on what you consider a "good" employee. Democrats consider employees "good" if they keep their mouth shut and rubber stamp the bullshit.
