I am sure there are government office buildings in all major cities of states. Choose the ones where there are VA hospitals. Develop them as their own little cities with exercise/PT complexes, grocery stores, walking trails, swimming pools, medical office. Our veterans deserve peace, whether homeless, injured or low income. Maybe even have job training and apprenticeship programs attached.
