Passed in committee doesn't mean it's law. What is this? An attempt to placate citizens- make them think congress is doing something? In order for something to be a law, BOTH houses of congress must pass it and then it must be signed by the president before it's actually law. But the bottom line is, defending and protecting our country from invasion is the number one job of the federal government. So essentially, the laws have been in place for centuries. They just haven't been enforced recently.

For context, the bill says it's illegal for elected officials to vote for sanctuary cities. Not just that someone votes against his general policies.
