When the government would want to control some aspect of the environment they would send some money to the Environment Protection Agency (EPA) with the following instructions: Find a suitable activist group and give them the money on the condition that they sue the EPA over this issue. The EPA will then lose the case and go to the government and say something must be done because we were just sued!
