To me it sounds like they are explaining the Diddy case, that he only got caught because he was wandering away from the center of his galaxy. Presumably this would reassure other stars that Diddy, although a big deal, is a one-off and was his fault, i.e. if they stay close to their center his fate won't happen to them.
