There should be a government law regarding "book deals".
A first time "book deal" cannot have more than a $500,000 advance as payment, and then cannot pay any more than that in royalties until actual verified sales exceed 4 X that value, or $2 Million.
A 2nd time "book deal" cannot pay more as an advanced payment than 25% of the verified sales $$$ of the first "book deal", or $2 Million, whichever is highest.
Unfortunately, the same should apply to "Art" or "Music" or "Speaking fees" or any other method of paying off people for political favors.
Some music company can offer Ketanji Brown a $2 Million advance for making her new album "Ketanji yowels and screeches the hits"... and never sell a single album... and there is nothing illegal about it. That needs to be changed.
There needs to be an investigation into this side deal industry. Personally, I think the most honest deal is the speaking fees racked up by Ronald Reagan in the first 6 years following his Presidency, not to mention his 1990 autobiography which likely sold like hotcakes on the open market.

That is the case in any part of the business world for the most part. A whole host of people are getting cash advances for books in various industries, many of them failures in their trades.
