There should already be a few nuke subs prepositioned around Russia. It goes back to the cold war days and has been continued even now. Heck, why worry or even give it any thought when you understand there are hundreds of nuclear missile silos in Montana, North Dakota, and Arkansas. If Medvedev even twitches we can drop tons of nukes on his head.
