I believe it's a combination of #4 and #5. From what I understand about Project Looking Glass, and what White Hat Time Traveler John Titor wrote in 2001 as far as "How Time Travel Works," they can take actions to change things, BUT, once they find a (rare?) timeline that is "a winner", they more or less need to stay on that "course of action" or "plan" otherwise additional actions could derail the entire plan/timeline that leads to success.

There are unlimited timelines, the goal is to find the “winner”, the one that works for “the greater good”. As soon as that timeline is identified, it will be ruined by changing it, resulting in a least optimal one.
Sadly Charlie dying, and being a martyr, is part of this optimal timeline.

Exactly! It really does seem like this is what is taking place. If so I wonder if evil has access to looking glass tech too? I’d assume they would try to alter the good timeline.

If you knew what events would unfold, then you could change the action, which intern would change course. Thus timelines can be altered. However, this creates a time paradox where any future events could potentially snowball into causing more catastrophic changes. Maybe small or slow at first but 50 to 100 years from now could be massive in respect. John is correct in his explanation about time in that if the white hats had the ability to peer into the future, using Looking Glass technology, then they would need to find the course that would produce best results, and unfortunately, if there are casualties along the way, they cannot do anything about it because it can cause a ripple that would eventually lead into a tsunami of catastrophic consequences. Many.Ufologists have said that project looking glass was the attempt to create a Time Machine, which failed, however, in its place, they created the means to look into the future based on probabilities of reality.
Correct, thank you anon! Altered yes but at what cost. I could not imagine being in that position. Maybe that’s what Q meant by “those who know cannot sleep.” Imagine knowing an event like this was going to happen but you cannot stop it because the future ramifications could be catastrophic

Huh. I never realized it, but based on credible recorded evidence and mainstream Christian theology, #5 is actually the most logical answer that requires the least amount of dependencies on human actions.
Benevolent prophets are a thing. In fact benevolent saviors are a thing. These are things we accept as fact as Christians.

By Titor's account, his time machine had a 2 percent drift when it comes to timelines, which is to say the timeline he came from was 2 percent different than ours. 2 percent in the grand totality of existence could be some pretty significant divergence.
