What I can’t reconcile about the assassin is that they’ve released video of him walking down stairs but also video of him jumping off the roof. How did he get down using both stairs and leaping off the roof? Secondly, in both the stairs shot and the jumping and running away shot he wasn’t carrying a rifle. So how did they find the rifle in the woods?
Actually, there is nothing too clean about any of this. Every green recruit in basic training is firing at targets at 100, 200,250 and 300 meters, so this shot is no big deal for anyone who has fired a gun a few times and has even a cheap scope.
If you have ever been in any sort of "incident" that has a bit of a shock and awe element about it, know that it is very easy to get away cleanly, especially if you are not in the middle of the shit with a ton of witnesses around you. If it weren't for video surveillance, he would have had an easier time of not getting identified.
Was there possibly someone else involved? Most definitely. Are we ever gonna know who they were? Nope.
Also, the video of him jumping off the roof does show him carrying something that could be a rifle.
Shooting a target on a range is completely different than shooting a human after climbing onto a roof, sprinting across it, laying down, and getting set. Plus, when you're about to take a human life, unless you're a psychopath, your adrenaline spikes through the roof. That's where breath, mind, and trigger control come into play.

So they go searching for something to give them meaning. And there’s no shortage of wannabe Revolutionary Intellectuals with Ideas and books seeking to reshape the world and give them meaning

The kill wasn’t clean though. It was an easy shot and he still missed. The bullet ricocheted off the top of Kirk’s body armor and into his neck.
He was not wearing body armor. The shooter likely aimed for the head and shot low hitting the neck.
Horseshoes and hand grenades… you only need to be close to win. We’ll call this a one in a million lucky shot that was effective.
