Yes, all of the above. If you're a citizen paying taxes of any kind, including income taxes, property taxes, sales taxes, you name it. Sounds like there's a surplus. Ideal if citizens got some back, especially since it was earmarked for things we didn't ask or vote for (like this climate nonsense)

If my math is right, if we divided $13B by a rough population (250m) you get $500/each in round numbers.
But if you divide it by the number of tax returns filed (163m) you get around $800/each in round numbers.
