There is so much context missing in that ad and this is a speech made in a very different economic system. Tariffs are bad in a purely capitalist system, but right now that is not how the US functions sadly. Tariffs are being leveraged as a tool to forcibly reset the board back to a proper capitalist system.

I would think Reagan was not talking about US Tariffs but was more referring to the over 200% tariffs Canada was throwing at the US on our goods going into Canada. Reagan was probably wanting free trade both ways. Me personally, I say tariff anything coming into the US and do away with the income tax on us. Our taxes subsidize foreign governments ---Canada under our military shield and who knows what else----and then Canada makes products made in the US unaffordable in Canada.
