I think that a better process would be to hire a ton of quality control reviewers at the federal level and have them go in and audit the cases. Currently the states have a quality control review unit that reports their findings to the feds. With the hr1 bill requiring states with over a 6% error rate to pay increasingly higher portions of their EBT issuance. If the feds are the ones doing the audits then there isn't going to be any option for states to potentially play games with quality control. When states have a 20% error rate then they'll start to get serious about the fraud or the state will have to shut down their SNAP program. Currently people have to apply for benefits, get an interview, and then verify factors of their circumstances such as their income, their expenses, their household members, and the households income if they're mandatory to be in the case. Having them all come in at once is only going to overwhelm the system and states are going to look for ways to process those applications more rapidly.
During covid some states eliminated the interview process. Person would apply and provide verification of what they stated on the application then the case would be determined as either approved or denied based on that verification. But after covid all interviews were reinstated. That doesn't mean that someone won't sit across from you and lie straight to your face. The eligibility interviewers can ask questions and they can ask for verification of what they're being told but they can't go out to the person's house and confirm what they're saying. That's why the quality reviewers who are able to go do those things and to root out the fraud would be a better option
Sorry to have to tell you this, but in PA, we are discouraged from asking anyone to verify anything. If you do, well, we're told we are wasting our time and causing a burden to the "customer".
In AZ the state no longer takes Client Statement for verification because if
the error rate is over 6% the state cannot afford to fund the 10%+ required in the HR1 bill.

Everything is allegedly automated and "verified" so much so that I just received a case that has been receiving Medicaid since 2019. They have never even completed a renewal application. The system "automatically" renews them!
And do you want to know the thing that really, really burns my ass? The only people that we have to ask for their resources (Bank accounts, 401 K's, etc) and they are supposed to provide is the elderly because of the type of Medicaid they get. That means that you can have over a quarter million in the bank, like my one case, and STILL CAN GET FOOD STAMPS!
The other great way they get away with scamming the system is that they just write down their name, address, phone number on the application and sign it. This way, they can't say that they put down false information because they never provided any information at all! And when you ask them, they say they didn't understand the question.
AZ has always needed to verify Citizenship and income, self employment income is a joke cause the client just has to have their monthly gross income written down for a 12 month period. Could be on a napkin, who is to say thats not how the do their business records?
But now, AZ is required to verify everything with hard copy. Collateral contacts if the hard copy info needs clarification or the client has tried but "cant get it."
Identifiable apps are a required to be accepted per the CFRs. Name, Address, Signature, nothing more, but when the interview they will get a notice telling them they meed to answer the questions in the app or the interviewer will ask them the questions when they do the interview.
I have seen quite a bit of cases lately coming back from QC where QC found the client had moved out of state and did not report it. The system is supposed to flag the case if the EBT card is used out of state, not sure why that isnt triggering sooner.
PA has all those rules too, except we are told by our leaders not to question them. It's our Job to HELP them get all the benefits they are entitled to. We're supposed to take their word on everything if it is not "questionable." I like to question a lot of things.
I found out from my "clients" that every time they get a job, real or not, or one of the gig types like DoorDash or Spark, they open a new bank account or a different Cash App to get their payments in. Then they keep one with less than $100 in it to "show" when they apply for any type of benefit.
Also, my women "clients" like to claim they are self-employed. They "claim" they do hair. or nails or babysitting or housecleaning, but when I ask for proof, they claim that they have been sick so they haven't been able to work for the past month or two. So I ask for their last year's tax return. "If" and that is a big if, I get it, it's always for $20,000 or less AND they either are breaking even or are taking a loss, mostly taking a loss. That tax return enables them to file for the child tax credits, so by filing their false tax return, they get even more free money from the government.
We get the out-of-state EBT report, but that comes AFTER they have used it exclusively out of state for over 6 months. Since the majority of them have family and friends in NY and NJ they just bounce back and forth and if we tell them to report in person they just drive back overnight.
We still don't have to verify anything.....yet. I pray we do.
But it sounds like you as well have some first hand knowledge of how the SNAP program works so question, could PA process all applications if everyone was required to reapply at once??

Well you are really gonna be mad when I tell you that mom and dad and all their over 22 year old children can live in the same house and all "indivudually" get food stamps because.........wait for it.......they ALL purchase and prepare their meals separately! And the Welfare Office has to accept their word for it.
How about it goes ONLY to US Citizens and not all the "immigrants" that come here for all the free stuff. You know that every "minor" of every green card holder that comes here is automatically approved for SNAP and Medicaid in PA from the minute they get here.
