Local shops and stores are going out of business because of the massive online retail giants. The Elites control the internet, and it is their ultimate source of power. The internet may make it seem like it gives the small guy a leg up, but in reality, they collect data on what you do, then try to out compete you while knowing everything about your business model. Small businesses are being wiped out in massive numbers, while these big corporations are pushing for gig style work, where you take all the risk of being a small business, with all the extra rewards going to the big companies.

Big businesses are using the data they collect (from you), to move in, outcompete the little guys with low prices, then crank them up when there is no one left. A lot of online hustlers will tell you that you can be rich by renting out dump trailers or whatever, but none of the little guys are making money on that.
The only way to actually fix the birth decline is to forbid all the things that lead to less births or the killing or exploitation of unborn humans: abortion, contraception, IVF, surrogacy, feminism. In that order. Abortion first, because, duh, we need to stop the outright murder of unborn babies, and the rest because they also eventually lead to the discarding of humans.
Once those are fixed, then we can start incentivizing more births by tax exemptions for having 3 kids or more, but ONLY if you're married to their biological parent, live in the same house, and remain together for at least 10 years. You also can't be on any welfare, and you must be employed.
This won't be a quick fix. Even if we implement all these things, it will still take 3 generations to rebuild to roughly where we were.
Taxes need to be removed anyway. The true answer here is to remove access to the internet for most people, if not ban it entirely. Every time internet usage increases, fertility decreases.
