The "postmark" exists to cancel postage (that is, to mark the stamp so it's no longer usable). In the modern postal service, that gets done by the automated sorting machines. So the postal worker collects the mail for the day, and then ships it off to the sort facility. It may get a postmark applied that same day, or it could take 1 or 2 business days before your mail gets into the sort machine, and then you'll get a postmark that's a few days later.
If the postmark date really matters to you, like for timely tax payments and mail-in ballots, the procedure is to go see a clerk at the post office and ask for them to apply a postmark right then. You'll see it physically applied and with the current date. So any recipient will know your exact date of mailing.
Even with the manually-applied postmark, the machine may apply an additional one as well with a later date. But recipients should look at whichever date is earlier.

When I want my outgoing mail to reflect a post mark, I bring it to the post office and ask, please post mark this. And they do. I have also been known to take a picture of said post marked mail before I let them take it to mail. Lol.
I have a better idea. Make any form of ballot 'fixing' a felony/treason and prosecute EVERYONE involved, right up to soros/obama/clinton/schumer/pelosi etc. It is mind boggling that 75% of all Americans Have elected Trump three times and 'they' are Pretending that the same 75% would actually elect liberal/communists to Congress at about a 51/49%. The Vote Must be un-corrupted now.
We have one utility company that charges a fee to pay online and we refuse to pay extra for that 'service.' We send them a check, via snail mail, every month.
My utility company stopped taking cash for covid. Since they had "LOST" checks but cashed them in the past without the payment to my account I paid in cash.
Well, after 5 years of no payment they started to threaten cut-off. So I paid it. And the kicker was they too had a charge for online payment that was removed . So I got 5 years of points for no cost.
The water bill here just changed to that same type thing. Third party collects online or even auto debit payments and there is a fee for it. Mom refuses lol. She mails them a physical check.
Some democrats screaming that they will lose votes. But in reality, the Democrats will go to a left wing judge and make ballots postmarked X number of days late be counted because of this. That way they can inject the required fake votes into the system after the election so they can win.
This is good. It will STOP the USPS as responsible for getting the ballots to the election facility counters the night of elections or later and delaying results!
No more month long wait for results in Oregon!
There is no reason not to know the results on election night now! I always drop my ballot off in front of the elections building in the ballot receptacle.
I have always walked in time sensitive documents & made sure it was certified. This shouldn't be an issue for anyone who is aware of how time sensitive systems work.
I think this goes a little deeper as well. Postmarks not only show the date, but the city/town from which the envelope was mailed. It would be possible now to mail something from a small town near the big city where the sorting facility is, and have it look like the envelope was mailed from the city.
Sounds benign? Remember - there are multiple voting precincts in and around a city, and using a city like Austin TX as an example (I lived near there 20+ years ago) - there are multiple Texas counties that surround Austin. Tyler and Williamson counties both in some cases have Austin addresses.
Now someone living in Travis county (a very blue county) could get a ballot for Williamson county (a red county if cheating is fixed) and mail in an absentee ballot for that precinct without any questions on the postmark.
Also (I don't know if this is a real thing or not) if a criminal is confined to their house and they mail something from their own mailbox to the court the envelope could have another city - even another county - postmark on it. Could they now face judicial action for being somewhere they were not allowed to be?
I think this decision will bring many unintended consequences - aside from the intended vote cheating.
Reading the article, this sounds like a good thing(for voting), because the post mark goes out closer to the delivery date, making ballot stuffing via late mail in ballots harder.
The new rule states that the postmark can be applied later, such as at the processing facility.
It can take multiple days for mail to reach this facility, making it appear as though you mailed the item later than you did.

Your bank or credit union could probably do a "billpay" payment. At no expense to you, they will cut a check and mail it on your behalf.
