NY pays more than they get back in funding. They can just contribute nothing and be better off. Lot of red states get more in funding than what they pay because they generate far less GDP.
NY doesn't have the option to contribute nothing. So what is your point?
And the president can't unilaterally decide to not give a whole state funding. Power of the purse belongs to congress. Imagine if Obama just decided not to give Texas federal funding lol.

My city isn’t technically a sanctuary city, but it is a ‘Welcome City’ that has an open invitation to illegals and gives them use of city services.
‘Welcome Cities’ need to be dealt with as well.
