He intentionally put himself in the way of law enforcement in the process of enforcing the law.

He came to cause trouble while he was armed.

He didn't leave when he was asked to.

The law enforcement officers are in the middle of a cacophony of screaming and whistles being blown and the time between the gun being confiscated and the perp being shot was less than a second.
