Almost the whole video is of him doing things wrong. If you lawfully have a lethal force multiply as he did you must be responsible enough to keep it from accidentally discharging. His death is on him. It should not and could not of happened if he made wise choices but he didn't and in the heat of the moment paid for it.
It seems his gun malfunctioned, which is a documented problem with a manufacturers solution, when an agent disarmed him. This tragically motivated a return fire. The videos aren't perfect but an agent does seem to be removing it around the time it goes off.
My point is though that having something that elevates a situation to life/death so instantly needs to be managed very responsibly. There are a few moments in the timeframe he could have pulled out or said something and wearing such a tool should have, despite perhaps having a kind heart and wanting to help an old lady across a street, should have mindfully stepped back because of the possible escalation.
