Frey must have made a deal with Trump. Then Frey went to his handlers and reneged on the deal. Proof will be how things transpire on the ground in Minneapolis. No news will be good news.
He is when he refuses to let his city's LEO agency do their jobs, as required by law. Federal law supercedes any and all state, city, municipal, or county laws. They can add to the federal requirements but they can't take away.
Have to watch and pay attention to wording. They aren’t being asked to enforce immigration laws. They are being asked to cooperate with immigration customs enforcement. Handing over illegal detainees is not enforcing the law.
