While Mueller’s exact knowledge and intent remain debated, his actions in opposing their parole have fueled criticism about his commitment to transparency and justice.

There's no guesswork or assumption required. Clarity is a good thing. Maybe someone will look into why he would say such a thing. Even one seeker of information would justify the perceptual necessity.
