I still don't really understand Vix Pervenit and think it's probably more ideal to follow anti-usury policies at a loss. It gives a vibe of muddying the waters and bankers were probably behind the scenes trying to push more for usury to be accepted in some capacity (most likely as "wrong but people were still making usurious loans anyway")
Interestingly I have not seen a lot of "traditional Catholics" comment much on Vatican banking practices (while a handful believe the Vatican is taken over and made to be not Catholic presently, and so it would have been likely that Vatican banks were infiltrated a while ago)
